I've had this problem with multiple different providers and phones and I live nowhere near a border. It may just be a problem with your phone determining which tower to recieve a signal from but so long as you are actually in Canada I wouldn't worry about any roaming charges.

Is there a reason to have roaming enabled all the time? As Public Monile uses the largest shared network in Canada (Telus and Bell), why not simply turn off roaming, and turn it on when you want to go to the US?

There are as far as I know, to roam in Canada on the Public Mobile SIM.
