      <title>Cannot place outgoing local call</title>

      <description>&lt;P&gt;When I attempt to place a voice call, I receive a recording stating I do not have a voice plan. I do have a voice plan and having been placing voice calls since I signed up with this plan a week ago.&lt;/P&gt;</description>
