I went back to a few text messages I had from Public Mobile and tried a couple of PIN #'s they had sent me, but they did not work. This is very frustrating and I'm starting to wonder if the cheaper cost for self support is worth it.

Is it possible that your phone is still locked to the Rogers network? Some phones (Samsung springs to mind...) are/were sold unlocked but are programmed to lock themselves to the first SIM card inserted. In that case you'd need to contact your previous provider or the manufacturer for the unlock code.

nope.....and here's the message "SIM Network unlock PIN"....oh and where are our moderators ?

Well, that is exactly the message that indicates that your phone is locked to the previous provider. You need to contact the previous provider or the manufacturer to get the unlock code.

I called the previous provider and the current one and they do nothave it locked....
