      <description>&lt;P&gt;by local do you mean the same province? Calling should work. If you have an extra phone can you put the SIM in that phone and see if there's a similar issue. If it is, its most likey a SIM issue.&lt;/P&gt;&lt;P&gt;Did your plan expire and you forogt to pay your bill? This could also be a factor&amp;nbsp;&lt;/P&gt;</description>
