Your original Fido number wouldn't be in that pool.

You can see number original number assignments here:
http://cnac.ca/co_codes/co_code_status.htm

Click area code on left side.
Got a really weird call. First call from this number, the caller immediately said she got the wrong number and hung up. Called again a few minutes and said her friend gave her this number, but the weird part is, she was able to identify I was on Public Mobile, and asked if I had my number changed (it was actually ported from Fido -> Bell -> Koodo -> PM, but I had this number for like 15 years.)

Is Public somehow giving out already assigned to people or something?

As long as your incoming & outgoing talk, text, and data are working fine, I wouldn't worry too much. Test it with your friends if you want to be sure. It has happened before, but there's not much you can do to preemptively stop that kind of uncommon error from happening. Simply be prepared to contact the moderators for help if necessary. Contact info here:

http://productioncommunity.publicmobile.ca/t5/Knowledge-Base/Contacting-our-Community-Moderators/ta-p/76452

Was worried was those phone recording phishing scams trying to defeat voice passwords.

A regular subscriber would not know which carrier you are on, unless that information was provided by the cell phone carrier (for the sake of troubleshooting). She can make an educated guess based on the exchanges that are assigned by CNAC, but with number portability, the average person would not know which carrier you are using. The person would have to work at a cell phone carrier to have access to that information, or have that information provided to him or her by a carrier.

People do sometimes give out wrong phone numbers or save them incorrectly in their phone's contact lists.

I'm going to take a wild guess that Fido could be the culprit here. I say that because they are the original carrier, and your phone number would normally be part of their block of numbers. Fido may have mistakenly assigned your phone number to one of its customers. Telus did that exact thing to me after I transfered my number over to Rogers - Telus assigned my number again by mistake and were force to change the other person's phone number because of their mess up.
