With all the maintenance downtime, will there be any new features or products in the new and improved system?

Or is it a solely bug fix roll-out?

They haven't announced any nbew features coming, so i would guess it's bug fixes, but one of the mods would know better im sure.

I don't see any new features or any differences, at first glance. So, looks like a bug fix to me.

From my experience, with 3 downtimes, it should be a pretty major update.

Yes looks like major update for bug fixes which is very important. Specially in the case of service outage.
