As I tried but its says they dont offer.

What codes should I use before the cell no?

As I used 00192306 but I recived text from PM that it does not offer texts outside Canada.

Hi. What Txt option you have? IF Canada-Wide, then that is reason. BUT if U have Global Txt, then logically, U should be able to

from Canada

use 01192300123456789

there is no need to put "0" before 3

When dialing to international numbers always do
011 exit code from Canada
The specific country code here Pakistan is 92
And then the phone number of the person you are texting
