I know of someone who had a simillar issue and that root cause of it was a defective sim card.

Try a new sim card.

Have an iPhone 5s which was originally purchased unlocked from the Apple store and used on Fido without data. Now on Public Mobile calling and texting work but am having issues configuring the Apn settings.Under Cellular > Cellular Data it is only showing Personal Hotspot option with apn, username and password boxes, no other cellular data, Lte or mms options. APN under Personal Hotspot was prefilled with the Telus APN, changed it to the public mobile apn and it was still not working. Settings have been reset already.

Try a hard reset.... (Might be an easy fix). Worked for some.

With the new operating systems (ios), a lot of those settings aren't accessible anymore.

Hope she works out for you.

You already did this? Settings --> General --> Reset --> Reset Network Settings

Did you reboot?

If that doesn't work then perhaps a hard reset might be in order.
