I had Public Mobile and I switched to Fido and I've noticed the places I frequent Public Mobile has better reception, is it possible for me to go back to Public Mobile and just restart my existing cycle that I ported out of?

Probably not, no.

Once you've ported out your number you've essentially said hey, cancel my service. Once you've cancelled, that's it, no turning back. If you want back in you'll have to get a new SIM and port your number back in on a currently available plan.

Yeah, unfortunately the SIM's can't be turned back on once they've been switched off. Same for all carriers unfortunately. Jumping back in before the promo plan ends on Sunday will still be worthwhile - Fido's add-ons are all way more expensive too.
