    <description>&lt;P&gt;&lt;a href="https://productioncommunity.publicmobile.ca/t5/user/viewprofilepage/user-id/415400"&gt;@kfs93&lt;/a&gt;&amp;nbsp;- I am assuming they are for to popup when the SIM needs to update, I would recommend to contact your phone manufacturer for more information as android has a lot of odd apps like this that are hiding either within the settings or the background. Like the GoogleTV accessibility app is not visible, but hidden within the settings and will popup when needed.&lt;/P&gt;</description>

      <description>&lt;P&gt;I have two identical phones.&lt;/P&gt;&lt;P&gt;the disabled apps list included: apnlib, Carrier Services, and Software update&lt;/P&gt;&lt;P&gt;I enabled these on one phone, but they do not appear on the App management list. Are they legitimate apps?&lt;/P&gt;</description>
