Not own. But certainly controls by way of regulations and laws.

That is why you see on the news about the Rogers/Shaw merger. The government sets the rules and approves/denies the merger.

In this case, the government approves the merger with conditions that Rogers have to follow. Eg. existing Shaw customers will keep their existing rates for 5 years or else Rogers will pay a big fine.
